Tom Vilsack, Come On Down!
You're the first Norman Hsu recipient to play 3rd Quarter Reconciliation!
While no longer an active candidate for President, Vilsack received a total of $4,300 from Hsu and his previously identified suspected straw donors, between May 3rd and May 10th of this year.

Until now, I'd only known about $3,800 of it, despite each of these donors being on the list, since the Vilsack campaign had recorded Soe Win Lee's name incorrectly at the time of her contribution. Happily, Lee's name appears to have been spelled properly on the refund, as filed minutes ago by Vilsack's campaign committee.
Also reflected in that filing are refunds to Paul Su ($1,000) and Susan Chilman ($500).
Indulge me in a moment of quiet self-blandishment for having correctly identified Susan Chilman (aka the actress Susan Pari) as a Hsu bundlee, something you've read only on this blog.
*moment*
Those three refunds (each issued on 9/22) total $2,000, which takes care of everyone on the list, except Mr. Hsu himself, who contributed $2,300 on May 3rd. Vilsack likely turned this money over to the United Way of Iowa, as his campaign cut them a check for $2,300 on August 30th. Wave goodbye to that money, victims of Hsu's alleged Ponzi schemes.
Vilsack's Q3 filing also leaves us with a shiny little gem by the name of Seema Hingorani of Darien, Connecticut, the only other individual to receive a refund from Vilsack on 9/22, hers for $2,300. Glancing at Hingorani's contribution history, we see her donations fit the Hsu donor pattern very nicely (including nearly $14,000 to Hillary and HillPAC and more than $26,000 to the DSCC since 2005). I'd come upon Seema (and the two other Connecticut Hingoranis) previously, due to their fitting the Hsu contribution pattern so well, but never included them in the data primarily because Seema appears to have a legitimate and presumably high paying job, which is a decently predictive exclusionary criterion among suspected Hsu straw donors. The Vilsack refund, however, seems to plant at least Seema if not the other Hingoranis firmly into the presumed Hsu-connected donor group.
Hingorani is sure to be just the first of (quite literally) hundreds of new Hsu-connected donors that will be unearthed by the end of the day. Most will emerge when Hillary's filing is uploaded, though many of them will be alleged victims (coerced into making contributions as a condition of their participation in Hsu's ostensibly legitimate business deals), rather than allegedly reimbursed straw donors of the Paw ilk.
I won't be updating the data review in real time like this throughout the day, but I wanted to walk through this first very fertile filing step-by-step as a preview of things to come.
It's going to be a long night, on the other side of which we're likely to find ourselves discussing a much larger scandal.
Previous coverage available in the Norman Hsu archives.

As far as the Hingorani clan goes here are some others from searching the FEC database via just the last name Kamia Prakash Raju Ram A misspelled Sooma SunilPosted by: JustADude | Oct 15, 2007 4:56:37 PM
BOSTON, December 7, 2005 - Pyramis Global Advisors, a Fidelity Investments Company, today announced key appointments within its new and expanding investment management organization. Fidelity created Pyramis earlier this year to serve institutional clients. Seema R. Hingorani has been named director of equity research for Pyramis. She previously co-founded Mirador Capital Management in New York, where she served as general partner and portfolio manager. From 2001 to 2003, Hingorani served as general partner, principal and portfolio manager at Andor Capital Management in New York. She has 12 years of experience in the investment management industry.Posted by: JustADude | Oct 15, 2007 5:03:14 PM
Kick ass and godspeed. On a side note: I don't know all the details about the campaign contribution limits, but look at the Hingorani's donations. Is it Kamla or Kamia or Mrs Ram Hingorani? Is it Seema or Sooma? (I'm guessing that Kamla and Ram are the parents of Seema.) How do they uniquely identify a person when it comes to the limits? Surely something as simple as typos like this can't subvert the limits.Posted by: IreneFingIrene | Oct 15, 2007 5:10:05 PM
That's what I mean about the legit, high-paying job. Hingorani does not fit the straw donor profile. It's possible she's among the allegedly coerced donors (most of whom were investors, though not as sophisticated an investor as Hingorani), but she would be alone in that subset among Vilsack's Hsu donors. That would also make Vilsack the first known recipient of allegedly coerced (as distinct from allegedly reimbursed) donations, other than Hillary Clinton. Then again, Vilsack is special among Hsu recipients, with respect to Clinton, 1) as her only primary rival to bow out and 2) as the former Governor of primary-crucial Iowa, who has endorsed her for the nomination.Posted by: Flip | Oct 15, 2007 5:16:23 PM
She went to school in Delih India for college and graduated with some of the Gupta family in 81 which ties her to Vinod Gupta who Hillary already has issues with. Still looking for any social ties to Hsu to document.Posted by: JustADude | Oct 15, 2007 5:25:36 PM
But the chance to make millions is only part of what these rising stars crave. Often, the overriding issue is the opportunity to manage their own fund. Seema Hingorani, who graduated from Wharton in 1996 and has worked as an analyst at T. Rowe for two years, doesn't hide her ambition. "Is running money in my horizon in the next two years?" she asks. "If it's not, I'll go elsewhere." That's no idle threat. When T. Rowe first hired her as an intern, she also had offers from Putnam and Fidelity. If she were to join another fund company now, she says, "I could probably make $350,000 or $400,000." She's 29. http://money.cnn.com/magazines/moneymag/moneymag_archive/1998/11/01/250335/index.htmPosted by: JustADude | Oct 15, 2007 5:29:13 PM
Outstanding. I put together a site that lets people quickly check for patterns for active candidates. On my home page there is a quick search form for names. Putting Chilman in I got the following: Susan Chilman Self/Actress Burbank CA 91505 2007-03-18 $2,300 Citizens for Harkin Susan Chilman Self/Actress Burbank CA 91505 2007-03-18 $2,300 Citizens for Harkin Susan Chilman Self Employed/Actress Burbank CA 91505 2007-05-02 $2,500 Committee for a Democratic Majority Susan Chilman Self-Employed/Model/Actress Burbank CA 91505 2007-06-18 $500 Tom Allen for Senate Susan Chilman Self/Actress Burbank CA 91505 2007-05-04 $1,000 Mark Pryor for Us Senate Susan Chilman Self-Employed/Model/Actress Burbank CA 91505 2007-06-06 $2,000 Gillibrand for Congress Susan Chilman Self-Employed/Model/Actress Burbank CA 91505 2007-05-17 $1,000 Friends of Jay Rockefeller Susan Chilman Self-Employed/Model Burbank CA 91505 2007-04-27 $500 Ia Vets for Congress Susan Chilman Wihelolem/Actress Burbank CA 91505 2007-05-04 $500 Tom Vilsack for President So it would appear that Ms. Chilman donated quite a bit to IA pols plus of of course Jay Rockefeller. Hmmm ... Check it out: www.campaign-money.com (I am putting the new FEC feed today, so be advised those numbers could change and the site be down for a few minutes as I re-install the DB).Posted by: Jim Rockford | Oct 15, 2007 5:36:03 PM
Jim I have the whole set of FEC data from 2004 onward (the Hsu Years) running on MS Access. It allows me to search on more fields to pick up the name spelling errors and such.Posted by: JustADude | Oct 15, 2007 5:53:54 PM
What is strange is she really should not be involved with Hsu. Google show up with her being listed as one of the 20 original HillBlazers (1 million plus bundlers) which was a step above the HillRaisers Hsu was classed as. However the page is gone from Clinton's website and even the google cached version is wrong. HillaryClinton.com Brian Higgins, HillBlazers, Seema Hingorani, Fred P. Hochberg and Tom Healy, Judith Hope and Tom Twomy, Thomas J. Horan, Betty Demy Hutcheon ... https://contribute.hillaryclinton.com/events/newyork1025.html - 19k - Cached - Similar pages - Note thisPosted by: JustADude | Oct 15, 2007 6:01:10 PM
I'll add that I did a quick sanity check. Chilman donated a total of $12,600, and the Spielbergs, Kate C (Capshaw) and Steven, donated together $21,900. The Spielbergs I get. They have lots of money. They don't live in Burbank (known as aspiring actress / actor territory for the Tonight Show). Chilman I DON'T. This large amount of donations is probably just the tip of the Iceberg. If you want more laughs, go to my site www.campaign-money.com and choose the "Searches" page. Choose Hillary as the campaign, and "same address" which is zip code as the search you want. Click on the zip code 10002 . You'll be astonished at the number of cooks, restaurant managers, artists, and unemployed giving Hillary $1,000 or more.Posted by: Jim Rockford | Oct 15, 2007 6:09:56 PM
Could you map the campaign contributions of Hillary graphically? For example by putting a blue dot for each thousand dollars per zip code for the whole US? It might make an interesting picture. If you could then make a second map *subtracting* a blue dot for every X number of people in that zip code, you could get an idea of the density of donations per capita, i.e. areas solidly Hillary would be dark blue, tapering out to red in Republican areas.Posted by: Georg Felis | Oct 15, 2007 6:31:24 PM
It is interesting that until 2006 Seema Hingorani contributed zilch to a Federal candidate. Now beginning in 2006 she contributes $30,900 and so far in 2007 has contributed $12,100. Something fishy here. Then there is Hingorani, Shiela from San Francisco , CA who never made a contribution before giving $1,000 to Hillary in 2007. Then there is HINGORANI, KAMIA from NORWALK , CT who never made a contribution before 2006 and then gives a bunch of money to Hillary and Harkin. Then there is Hingorani, Sunil R from Seattle , WA who never made a contribution before giving $4600 to Hillary in 2007. More PAWS?Posted by: Larry | Oct 15, 2007 6:56:35 PM
Hillary has made a big push this year for the Indian/Pakistan/Iranian vote and support. That could be the source of some of the donations independent of Hsu. Just the refunds make it look strange. Like Flip said Vilsack is in and I noticed Gephardt also filed with several refunds but nothing weird in the bunch. I will be looking not just a Hillary, but all the active dems for refunds when the reports hit. Also I will be working the names to see what if anything they did at the state level.Posted by: JustADude | Oct 15, 2007 7:04:48 PM
Well Hillary's report just hit the FEC and it lists 500 refunds for this quarter.Posted by: JustADude | Oct 15, 2007 11:11:25 PM

It looks like the Hsu refund checks were all sent on Sept 14, 2007. That should help the sorting out process. Now the fun begins to see who else these 260 donors made contributions to.Posted by: Larry | Oct 15, 2007 11:17:09 PM
Checked second page total of 671 refunds. Wonder if she is trying to hide the Hsu ones in plain site by tossing some other money back as red herrings. Some look like overpayments due to double billing credit cards of donors like she has had in the past.Posted by: JustADude | Oct 15, 2007 11:17:12 PM
